التوسع العمراني بين ضعف حكامة التعمير ومظاهر أزمة المدينة: حالة مدينة بركان

الملخص:

يهدف هذا المقال إلى تقييم نتائج ضعف تطبيق مقتضيات تصاميم التهيئة على إنتاج مظاهر أزمة المدينة، وذلك انطلاقا من البحث في العلاقة الموجودة بين الاختلالات الترابية وضعف التحكم في التعمير عبر مختلف مراحل التوسع العمراني بمدينة بركان منذ نشأتها سنة 1917 إلى سنة 2021، بغية تحسيس متخذي القرار بأهمية وثائق التعمير في تحقيق حكامة التوسع العمراني والحد من الاختلالات المجالية.

خلصت نتائج البحث إلى أن المدينة عرفت توسعا عمرانيا غير متحكم فيه بشكل كبير؛ بسبب ضعف تطبيق مقتضيات تصاميم التهيئة، الأمر الذي أدى إلى مجموعة من الاختلالات المعقدة، والتي أبرزها انتشار السكن العشوائي بشكل مفرط، وقلة المساحات الخضراء، بالإضافة إلى معضلة الازدحام المروري، وأيضا إشكالية التوزيع الجغرافي غير المتوازن لمختلف خدمات القرب. الأمر الذي يستدعي ضرورة احترام مختلف وثائق التدبير الحضري وتنزيلها لتحقيق تنمية مستدامة ومتوازنة على مستوى المدينة.

This article seeks to evaluate the effects of the weak application of the requirement of urban planning to produce of city crisis. Through a research in the relation between territorial imbalances and weak urbanization governance through at the different phases of urban expansion in Berkane city since its nascence in 1917 up to 2021. The ultimate aim is to sensitize decision makers to the crucial importance of urbanization documentary for achieving urban expansion governance.

The findings of this research compel us to conclude that the city has known a big uncontrollable urban expansion. Due to the weak application of the requirement of initialization designs. This has led to a series of problematic.  Include the spread of random housing, lack of green spaces, traffic-jam, and the imbalanced distribution of proximity services, among others. This requires the necessity of applying by the different urban Management Documents so as to achieve a balanced and sustainable development for the city.
