ملخص المقال باللغة العربية:

        إن الحكامة التي تعتمد الإستعمال الأمثل للموارد المالية المتاحة وفق الأهداف والخطط المحددة. وتلتزم بتحديد المسؤوليات في حالة وجود انحرافات وخروقات واختلاسات مالية وتلقي رشاوى، تكون منظومة مالية مرتبطة بانتشار ثقافة الشفافية والمساءلة. وتستوجب حتما تواجد رقابة مالية للتدبير المالي؛ على أساس أن مبدأ المساءلة بات اليوم من بين الحقوق الأساسية للإنسان. وهو ما ينص عليه أيضا الإعلان الفرنسي لحقوق الإنسان والمواطن.

       ويعتبر موضوع تدبير وحماية المالية العامة للدولة، والآليات المخصصة لذلك واحدا من الموضوعات الأساسية التي تشكل مقياسا لدرجة تقدم أو تخلف أية دولة، ومدى مصداقيتها اتجاه مجتمعها وأمام المنتظم الدولي. وذلك من خلال ما تقرره من قوانين ترسخ لصفة المجرم كيفما كان وضعه الاجتماعي، وتعمل على تنزيلها السلطة القضائية بكل تجرد وعمومية.

Abstract:

The governance that adopts the optimal use of the available financial resources in accordance with the specific goals and plans. It is obligated to specify responsibilities in the event of deviations, violations, financial embezzlement and receiving bribes, as a financial system linked to the spread of a culture of transparency and accountability. It inevitably requires the presence of financial supervision for financial management; On the basis that the principle of accountability is now among the basic human rights. This is also stipulated in the French Declaration of the Rights of Man and of the Citizen.The issue of managing and protecting the state's public finances, and the mechanisms designated for that, is one of the basic issues that constitute a measure of the degree of progress or backwardness of any state, and the extent of its credibility towards its society and before the international community. And that is through the laws decided by the establishment of the character of the criminal, whatever his social status, and the judicial authority works to bring them down in all impartiality and generality.
