يعتبر تشجيع الاستثمار أحد الهواجس الكبرى للمغرب، إذ أصبح يشكل أكبر الأوراش التي يراهن عليها لتأهيل اقتصاده، وجعله أكثر جذبا لرؤوس الأموال، وعلى هذا الأساس فقد ركزت الدولة المغربية على توفير المناخ الملائم لجذب الاستثمارات، وذلك عن طريق اتخاذ مجموعة من التدابير هدفها تحسين الظروف الاقتصادية، ولعل أبرزها ضرورة احترام أخلاقيات الاستثمار، وهو ما كرسه المشرع المغربي عن طريق تعزيز ترسانته القانونية  بما يتماشى وحماية هذه الأخلاقيات، وكذا وضعه لمجموعة من القيود التي يجب احترامها، إضافة إلى وضعه عدة آليات مؤسساتية رقابية هدفها مراقبة العمليات الاستثمارية والمستثمرين، وفرض عقوبات زجرية في حالة مخالفة ضوابط أخلاقيات الاستثمار بهدف حماية مصلحة الدولة من تجاوزات المستثمرين لضمان بيئة استثمارية تسودها الشفافية والنزاهة.

Summary of the article in English:

-        Encouraging investment is among Morocco’s biggest concerns. It is one of the biggest projects Morocco leans on to qualify its economy and make it more attractive to capitals.

-        As such, Morocco focused on providing the appropriate environment to attract investments through taking several measures aiming at improving economic conditions, namely respecting investment ethics.

-        This was established by the Moroccan legislator through several steps:

-        Promoting its legal arsenal to ensure protection for these ethics,

-        Setting numerous restrictions that must be abided by,

-        Establishing many institutional control-mechanisms to oversee investment transactions and investors, and

-        Imposing punitive penalties if any investment ethics were violated, in order to protect the State’s interest from investors’ transgressions to guarantee an investment environment governed by transparency and integrity.
