Deciphering HRM Determinants: The case of the Guelmim Oued Noun Regional Academy of Education and Training in Morocco

Résumé

The human resource management process in Morocco's education and training sector plays an indispensable role in driving reforms. To this end, the Ministry of National Education has prioritized this aspect, notably under the framework law 51.17, specifically within Project 15, through a series of national programs.

The aim of our research is to evaluate human resources management practices in the Regional Academy of Education and Training – Guelmim Oued Noun Region (AREF GON). We have tried to analyze the results, and establish a diagnosis. This has been achieved by adopting an interpretative epistemological approach and a hypothetico-deductive reasoning logic. Our research methodology involved a qualitative exploratory investigation, including semi-structured interviews conducted with ten AREF managers.

The analysis of our findings underscores a deficiency in the implementation of HRM practices within AREF GON. This inadequacy can be attributed to the absence of HR managers and the lack of a clear and pragmatic political will. Furthermore, we have encountered certain limitations stemming from respondent unavailability, and occasionally, a misalignment in HRM perspectives during interviews.
