4. Description Résumé

Since the late 90s, we are witnessing a paradigm shift is that of knowledge or intangible. In the last century, economic success was mainly based on the wealth of raw materials, to manufacturing and material capital volume available to each country.

The intangible economy is based on key factors that are important for innovation, development of service economies and the explosion of information and communications technology. These ICT has become in recent years a major issue for companies and public bodies in charge of economic development.

Faced with the changes relating to the new economy; developing country organizations especially companies in Algeria could not be insensitive but many difficulties are faced.
