In recent decades, Morocco has launched several development programs, which have been accompanied by a proliferation of coordination and partnership tools, of which the contractualization constitutes the common link. But several questions remain raised, both by the professional community and by the academic community on the discrepancy between the theoretical relevance and the conceptual scope of this process and its actual implementation.

At the context of this research work, we question the contractual approaches and their effects on the institutional and private actors involved in the implementation of human and territorial development programs in the Moroccan context.

The case studies discussed in this work revealed that contractual approaches, as instruments of public action, are not neutral devices; they produce specific effects independent of the objectives pursued. These effects may concern both the regulation of relations between the actors who tend towards readjustment, as well as the increase of the uncertainties inherent in the projects, particularly in terms of content, temporality and mode of intervention.
