Considering two recent phenomena that have strongly contributed to the economic reconversion of the international scene, especially for the service sector, this article aims to design an analytical model of the variables that can validate the existence of the digital territorial development paradigm in the delocalization of Services sector. From this point of view, the analysis of the interactions between the delocalization of services characteristics and the digital territorial development principals leads us, from an analysis matrix of the common characteristics between the two phenomena, to set up a model of the transmission channels of these interactions. The most relevant factors identified in this model pass through the logic of an innovative milieu articulating networks, innovations and telecommunications, the logic of public actors intervention who make system on territories embedded in a digital development approach, and finally the logic of learning and technological knowledge oscillating between a voluntarist option whose effectiveness is a function of training strategies developed by companies, and a policy of support and education/ ICT firms partnerships.
