Résumé

In the context of globalization, solutions are currently linked only to macroeconomic frameworks that seem unlikely to provide innovative responses to the requirements of development. We are witnessing an evolution of approaches to territorial development, through the emergence of the policy of setting up clusters or competitiveness clusters. A logic of encouragement through interactions between different actors, creation of synergy favoring the development and dynamics of the territory, while creating a climate of productivity, organizational learning and innovative projects.

This article proposes a conceptual and theoretical framework of the territorial anchoring and the dynamics of the network in the agglomeration of companies in general and that of the competitiveness clusters more particularly. An analysis of the Moroccan and French experience is established with the aim of drawing practical lessons from it.
