The issue of gender equality is at the heart of the equitable human development project. In
this regard, Morocco has put in place a panoply of reforms at all levels: institutional, legal, socio-economic and political in order to establish the principles of equality. The integration of gender mainstreaming into programming and budget planning is thus a flagship instrument for
reducing gender inequalities. Gender-sensitive budgeting aims to transform the public budget
into an instrument for strengthening equality between women and men. Thus, gendersensitive
objectives are associated with public policy programs and projects whose
achievement of results is measured by gender-sensitive performance indicators.
Our research work aims to assess the effective implementation of the integration of gender
inequalities into the budget process by referring to the analysis of performance projects of the
ministerial departments as well as the analysis of the data collected from the questionnaire
sent to the gender focal points.
The objective assigned to our research mainly focuses on improving institutional support and
strengthening the appropriation of gender-sensitive budgeting by sector departments in order
to integrate gender mainstreaming into the strategic planning process as a whole.
