Résumé


Public-Private Partnerships (PPP) are a form of organizational innovation that governments use to meet their countries' infrastructure needs, and improve their efficiency and effectiveness in terms of cost and quality, through innovation and private sector expertise. The purpose of this work is to explore the reasons behind the use of PPP and the barriers to their implementation in Morocco. Our goal is to create more interest in PPP, given their role Revue Économie, Gestion et Société N°19 août 2019 http://revues.imist.ma/?journal=REGS 2 ISSN: 2458-6250 in infrastructure development and in countries' economic growth. In order to respond to our research problem, we have adopted a qualitative approach through a case study on the El Guerdane irrigation project.
