Sanitation is a universal right recognized by the international community. The benefits it offers are immense and related to health, economy, the environment and social well-being. But the development of this public service requires long-term expertise and investment. In a context of repair planning, these inputs are not frequent and therefore rigorous planning is required for resource optimization. Aware of this issue, the present study has begun to examine the actions undertaken in recent years in the cities of Abomey and Bohicon in central Benin in order to identify the capitalizable results and weaknesses in the effectiveness of storm sanitation. In total, while the secondary gutter network that sanitizes the streets of Abomey and Bohicon covers 40.16% of the planning of the remediation plan developed in 2010, the development of the primary network remains limited. Despite the importance of resources mobilized to achieve the current level of sanitation, an additional effort is needed for the planning and development of drainage works and requires the mobilization of the various institutional actors (Government, Municipalities, Technical and Financial Partners, Research Institutions). Analysis of the maintenance and maintenance of infrastructure also reveals a lack of dynamism in this sector, the burden of which lies with municipalities. Indeed, in the flow of many priorities that fall within their competence, this concern is often relegated to the background. In the face of this highly colorful picture, institutional innovation is an interesting step to be taken to improve this public service, the defect of which is devoid of many citizens, human dignity.
