ملخص:

تقع مدينة العيون ضمن النطاق البيومناخي الصحراوي الجاف جنوب المغرب، المتميز بضعف التساقطات وندرة الموارد المائية، خاصة السطحية منها. وبالرغم من ذلك، فقد عرفت المدينة منذ استرجاعها سنة 1975، تزايدا ديموغرافيا وتوسعا حضريا كبيرا، طرح إشكالات عدة وتحديات كبرى في تدبير المجال الحضري، وخاصة على مستوى الحاجات الضرورية من الماء. فقد واكب تزايد الطلب على هذه المادة الحيوية ارتفاعا في العجز المائي، مما أفرز أزمة مائية مركبة بأبعاد متعددة.

في هذا الاطار، تسعى هذه الورقة البحثية إلى دراسة العلاقة التفاعلية بين التزايد السكاني للمدينة ووضعها المائي عبر تتبع مختلف مراحل التوسع العمراني والدينامية السكانية وتأثيرها على المسألة المائية، مع إبراز مظاهر هذه الأزمة المائية و أبعادها وانعكاساتها على المجال والسكان.

CROISSANCE DEMOGRAPHIQUE ET QUESTION  HYDRIQUE DANS

LA VILLE DE LAAYOUNE : QUEL RQPPORT?

Située dans une zone hyper-aride au sud marocain, la ville de Laâyoune qui ne reçoit que de faibles précipitations, se distingue par sa pénurie permanente en eaux, notamment celles de surface. Malgré cela, la ville a connu, depuis sa récupération en 1975, une croissance démographique et urbaine extrêmement  rapide, posant des défis majeurs au niveau de la gestion des ressources naturelles; dont la question de l’eau étant la plus importante. La demande croissante de cette substance vitale s’est accompagnée d’une augmentation du déficit hydrique, qui a entrainé une crise de l’eau aux dimensions multiples.

Dans ce contexte, cet article étudiera la relation interactive entre la croissance démographique et la situation hydrique à Laayoune tout en exposant quelques facettes de cette dynamique démographique-urbaine et ses relations avec la question de l’eau, tout en clarifiant les aspects de cette crise, ses dimension et ses implications sur l’espace urbain et sa population.

Abstract

POPULATION GROWTH AND WATER QUESTION IN

THE CITY OF LAAYOUNE: WHAT REPORT?

                    Located in a hyper-arid zone in the Moroccan south, the city of Laàyoune that accepts only weak rainfall distinguishes itself by its permanent scarceness in waters, notably those of the surface. Nevertheless, the city knew, since its recovery in 1975, an extremely quick population and urban growth, putting down major challenges at the level of the management of natural means; of which the question of water being the most important. The growing request for this vital substance was accompanied by an increase in the water deficit, which drew away a crisis of water in numerous dimensions.

In this context, this article will study the interactive relation between population growth and water situation in Laàyoune while displaying some facets of these demographic-urban dynamics and its relations with the question of water, while clarifying the aspects of this crisis, his dimension, and its involvements on the urban space and its population.
