La pratique de l’intelligence économique dans les administrations publiques marocaines

La globalisation pose des enjeux multiples dont l’accès à l’information pertinente fait partie. C’est dans ce sens qu’intervient l’intelligence économique pour trouver l’information seyante et susceptible d’être déployée pour la prise de décision stratégique. Le positionnement stratégique du Maroc dans la sphère régionale et internationale requiert une adaptation permanente aux changements, il est nécessaire de rester à l’affût des opportunités et de préserver son patrimoine informationnel grâce aux dispositifs d’intelligence économique. Ainsi, le rôle de l’Etat est capital dans l’encouragement d’initiatives volontaristes de développement d’une réelle politique publique d’intelligence économique. Dans ce sens, ce papier a pour objectif de traiter de la pratique des administrations publiques marocaines en matière de veille et d’intelligence économique. Trois cas de départements ministériels sont présentés.

Abstract 

The practice of competitive intelligence in Moroccan public administrations

Globalization poses multiple challenges, including access to relevant information. It is in this sense that competitive intelligence comes into play to find good information that is likely to be deployed for strategic decision-making. The strategic positioning of Morocco in the regional and international sphere requires a permanent adaptation to changes, it is necessary to remain on the lookout for opportunities and preserve its information heritage through competitive intelligence devices. Thus, the role of the state is crucial in encouraging proactive initiatives to develop a real public policy of competitive intelligence. In this sense, this paper aims to address the practice of Moroccan public administrations in terms of environmental scanning and competitive intelligence. Three cases of ministerial departments are presented.

الملخص 

الذكاء الاقتصادي وممارساته بالمؤسسات العمومية المغربية

تفرض العولمة مجموعة من التحديات يُعتبر الولوج للمعلومة القَيِّمة من ضمنها. وهنا تتجلى أهمية الذكاء الاقتصادي الذي يتمثل في إيجاد المعلومة الصحيحة والجيدة التي من شأنها أن تُوَظَّف في اتخاذ القرارات الاستراتيجية. يتطلب التموقع الاستراتيجي الذي اختاره المغرب في المجالين الإقليمي والدولي تَكيفًا مستمرًا مع التّغيرات، حيث أنه من الضروري الدأب على البحث عن الفرص وحماية المعلومات الاستراتيجية عن طريق الأنظمة المحكمة للذكاء الاقتصادي. ومن هنا فإن الدولة تلعب دورا مهما في تشجيع جل المبادرات الرامية لبلورة سياسة عمومية حقيقية في مجال الذكاء الاقتصادي. وفي هذا الصدد تتوقف هذه الورقة عند ممارسات المؤسسات العمومية فيما يتعلق باليقظة والذكاء الاقتصادي ولأجل هذا الغرض نقدم ثلاث حالات تتعلق بقطاعات وزارية.
