Résumé

L’intelligence économique territoriale : « Un outil pour asseoir l'attractivité et la compétitivité de la région de l'Oriental » 

A travers le nouveau modèle de développement, le Maroc aspire à faire de son économie une économie forte et compétitive. Cet objectif ne peut être conçu et réalisé dans une perspective qui accorde au développement territorial une place de première importance. En effet, le développement d'une nation ne peut se faire qu'avec le développement de ces territoires.

Le développement territorial nécessite, entre autres, le développement de son attractivité définis comme étant la capacité du territoire à attirer les porteurs de projet et les compétences de façon durable.  or l'attractivité territoriale  nécessite la mise en place d'un dispositif d'intelligence économique territoriale en vue de promouvoir l'image du territoire mais également de produire de la connaissance moyennant développement un processus de collecte, de traitement  et de diffusion de l'information. Ce processus nécessite à son tour l'implication de tous les acteurs territoriaux, privés et publics, dans une logique de coordination et de coopération. 

Notre objectif est, dans un premier temps, de définir les concepts d'attractivité territoriale et d'intelligence économique territoriale. Dans un second temps nous essayerons d'examiner ma situation de la région de l'Oriental par rapport à ces deux éléments.

Abstract

The territorial economic intelligence: « A tool to establish the attractiveness and competitiveness of the Oriental region»

Through the new development model, Morocco aspires to make its economy strong and competitive. This objective can only be conceived and achieved from a perspective that gives territorial development a place of primary importance. Indeed, the development of a nation can only be achieved through the development of its territories.

Territorial development requires, among other things, the development of its attractiveness, defined as the capacity of the territory to attract project leaders and competencies in a sustainable manner. Territorial attractiveness requires the implementation of a territorial economic intelligence system in order to promote the image of the territory but also to produce knowledge through the development of a process of collection, processing and dissemination of information. This process in turn requires the involvement of all territorial actors, private and public, in a logic of coordination and cooperation. 

Our objective is, firstly, to define the concepts of territorial attractiveness and territorial economic intelligence. In a second time we will try to examine the situation of the Oriental region in relation to these two elements.

ملخص

الذكاء الاقتصادي الترابي: اداه لإرضاء جاذبية الجهة الشرقية وقدرتها التنافسية

من خلال النموذج التنموي الجديد, يتطلع المغرب الى جعل اقتصاده اقتصادا قويا وتنافسوا. هذه الغاية لا يمكن تصورها وتحقيقها إلا من خلال منظور يعطي للتنمية الترابية مكانة ذات أهمية القصوى. في الواقع ,لا يمكن  بلوغ تنميه شامله للوطن الا عبر تنمية مختلف مجالاته الترابية. 

تستدعي التنمية المجالية, من بين امور اخرى, تطوير وتدعيم جاذبيتها, التي تعرف  على أنها قدرة المجال الترابي على جد حاملي المشاريع الاقتصادية وكذا الكفاءات البشرية على نحو مستدام.

هذه التنمية المجالية ا المرجوة تتطلب اعتماد مخطط للذكاء الاقتصادي الترابي بغرض تعزيز وترقية صوره المنطقة ولكن أيضا لإنتاج المعرفة من خلال تطوير عملية جمع المعلومات ذات الأهمية الاقتصادية بغرض معالجتها ونشرها. غير أن هذه العملية تستدعي بدورها انخراط جميع المتدخلين والشركاء على المستوى الترابي, من القطاع الخاص أو العام في المجتمع المدني, على أساس من التنسيق والتعاون.

من خلال هذه المساهمة نود, في بداية الأمر,  تحديد المفاهيم الأساسية:  الجاذبية الترابية والذكاء الاقتصادي الترابي.  بعد هذا سنحاول فحص وضعيات الجهة الشرقية اعتبارا لهذين العنصرين.
