| 4. | Description | Résumé | الملخص يهدف هذا البحث إلى تسليط الضوء على الأهمية القصوى التي يكتسيها تأثير بنية تنظيمية معينة "قوانين، قواعد، مراسيم، عادات...." على فعالية البنية الاقتصادية، حيث أن المتتبع لتاريخ الفكر الاقتصادي لا يجد توافقا كليا ولا جزئيا فيما يتعلق بالأطروحات الرامية إلى بعث اقتصاد قوي، متطور ومدر للثروة وجالب للازدهار الاجتماعي والعلمي وحتى السياسي، إلا أن تيارا اقتصاديا حديثا تميز وانفرد من خلال جملة من الأطروحات التي رمت إلى مقاربة إشكالية التنمية الاقتصادية من خلال التركيز على القوانين والقواعد المنظمة للحياة الاقتصادية، بدل التركيز على الجزئيات الخاصة بكل قطاع والتي قالت بها المدارس الاقتصادية السابقة على اختلاف أنواعها. إن الهدف إذن من وضع هذا البحث يكمن أساسا في تبيان أهمية المنظومة التنظيمية "القانونية" في الرفع من فعالية بنية اقتصادية معينة، كما نهدف أيضا إلى مقاربة عملية الاصلاح الاقتصادي من خلال عرضها كعملية تغيير تنظيمي لجملة القواعد المنظمة للحياة الاقتصادية، حيث ستلقى عملية التغيير مقاومة شرسة بالنظر لما سينجر عنها من تغير في المواقع ومساس بالمصالح. الكلمات المفتاحية: تنظيمات، قوانين، فعالية، اقتصادية، قواعد، إصلاح.
-Summary: This paper aims to highlighting the extreme importance of the impact of the institution structure on the economic structure. Through the economic thought economists were not totally agree on how we can constitute a strong economy, but the neo-institutional economy gives a new concept using rules, property rights and institutions to increase development and economic growth. The main objective of this article is demonstrating the importance of the institution rules in the economic efficiency, and how we can approach the economic reform as an institutional process, when there will be certainly a huge resistance due to the changing of the current rules. - Keywords: Institutions, Law, Efficiency, Economic, Rules, Reform.
