Le présent article vise à montrer l’apport de l’innovation dans le processus de modernisation et d’amélioration de performance des organisations publiques marocaines. Dans un contexte d’incertitude et de concurrence mondiale, avec l’intensification des crises, le développement exponentiel des technologies et la nécessité d’implémentation du nouveau modèle de développement, les organisations publiques marocaines confrontent des défis divers et variés auxquels doivent s’adapter et se réinventer à travers la production et l’intégration de nouvelles innovations afin d’assurer la continuité des prestations des services dans les meilleures normes en termes de qualité, délai, efficacité, efficience et transparence. En se basant sur la méthode de cas, et l’analyse inductive des entretiens semi directifs auprès de dix (10) cadres, responsables et chefs de projets au sein de l’Agence Nationale de la Conservation Foncière du Cadastre et de la Cartographie, les résultats obtenus permettent d’appréhender les pratiques d’innovation, les facteurs favorisant l’émergence et l’implémentation de nouvelles connaissances et les obstacles entravant la capacité d’innovation au sein de l’organisation publique marocaine.

Abstract 

Innovation practices and their contribution to the Performance of Moroccan Public Organizations.

This article aims to show the contribution of innovation in the process of modernization and improvement of the overall performance of Moroccan public organizations. In a context of uncertainty and global competition, with the intensification of crises, the exponential development of technologies and the need to implement the new development model, Moroccan public organizations face various and varied challenges to which they must adapt and reinvent themselves through the production and the integration of new innovations in order to ensure the continuity of service delivery with the highest standards in terms of quality, timeliness, efficiency and transparency. Based on the case method, and the inductive analysis of semi-structured interviews with ten (10) executives, managers and project leaders within the Agence Nationale de la Conservation Foncière du Cadastre et de la Cartographie, the results obtained provide an understanding of innovation practices, the factors favoring the emergence and implementation of new knowledge, and the obstacles hindering the capacity for innovation within the Moroccan public organization.
