L’intérêt des indicateurs dans une approche d’intelligence territoriale

L’intérêt porté au concept d’Intelligence Territoriale (IT), en tant que dispositif permettant de relier les informations stratégiques aux actions concertées et collectives par les acteurs du territoire et de les intégrer dans la prise de décision commune commence à prendre place non seulement dans la littérature scientifique, qui traite le territoire comme un nouvel objet de recherche, mais également dans les activités et les actions concrètes liées à celui-ci.

En effet, la recherche autour des aspects moteurs régulant l’IT est une occasion de débattre dans la pluridisciplinarité des problématiques complexes du territoire. Partant de ce constat, et afin d’apporter un éclairage à cette nouvelle pratique, notre article propose de mettre l’accent d’une part, sur le processus d’IT de façon interactive à travers ses différentes étapes, et d’autre part, de découvrir de façon spécifique et de montrer le lien, entre les indicateurs que peuvent être utilisés dans ce processus et leurs implications sur sa mise en œuvre effective.

Abstract

The interest of indicators in a territorial intelligence approach

The concept of territorial intelligence, as a means of linking strategic informations to concerted and collective actions by  territory's actors and to integrate them into common decision-making processes, begins to attract growing interest not only in the scientific literature, which considers territory as a new object of research, but also in the activities and concrete actions related to it. Indeed, research around the driving aspects regulating the IT is an opportunity to discuss the multidisciplinarity of the various issues of the territory.

On this basis, and in order to shed light on this new practice, our article proposes to focus, on the one hand, on the IT process, interactively through its components; and on the other hand, to specifically discover and show the link between the indicators that can be used in this process and their implications for its effective implementation.

أهمية المؤشرات في مقاربة الذكاء الترابي                                                                                                                                             

الاهتمام المتزايد بمفهوم الذكاء الترابي، كجهاز يُمكِّن من ربط المعلومات الاستراتيجية بالإجراءات التشاورية والجماعية المتخذة من طرف الفاعلين المحليين وإدماجها في عملية صنع القرار المشترك، قد بدأ بأخذ حيز مهم ليس فقط في المؤلفات العلمية، التي تعتبر المجال الترابي موضوعًا جديدًا للبحث، ولكن كذلك الشأن بالنسبة للأنشطة والإجراءات الملموسة المتعلقة بهذا المجال.

في الواقع، البحث حول المظاهر المنظمة للذكاء الترابي هي فرصة لمناقشة الاختصاصات المتعددة لمختلف الاشكاليات والقضايا المعقدة في المجال الترابي.

على هذا الأساس، ومن أجل تسليط الضوء على هذه المقاربة الجديدة، يقترح هذا المقال التركيز، من جهة، على عملية الذكاء الترابي، بشكل تفاعلي من خلال مكوناتها ومراحلها؛ ومن جهة أخرى، إظهار الصلة الموجودة بين المؤشرات التي يمكن استخدامها في هذه العملية على وجه التحديد وآثارها على تنفيذ وإنجاح هذه العملية بشكل فعال.
