Résumé

Globally, anthropogenic activities, especially industrial ones, have contributed significantly to the degradation of the environment and natural resources. This rise in industrialization was aimed at development but paradoxically it led to a fragility of the planet and a situation of uncertainty as to the means of subsistence of future generations. To curb this global phenomenon, states have reflected on an alternative development model that would be compatible with the preservation of the environment and social balance ....The concept of Sustainable Development was promoted by the World Commission on Environment and Development (WCED) in its Brundtland Report for the first time. At the Earth Summit in Rio de Janeiro in 1992, States adopted Agenda 21 as a program of action for the 21st century to achieve sustainable development. Chapter 28 of the Agenda therefore invited policy makers to put in place local agendas 21 at the level of their respective countries to contribute to the achievement of sustainable development.
